ADVERTISEMENT FOR BIDS

The Wise County Board of Supervisors will receive sealed bids for the purchase of up to three vehicles. One being a 2013 full size pickup with V8 engine extended cab with long bed, four wheel drive, automatic locking hubs, heavy duty automatic transmission, towing package, air conditioning, power windows, power door locks, rear window slider, bed liner and the other two being chosen from the following:

1. 2013 four wheel drive, four door SUV vehicle with V6 engine, power windows and power door locks.

2. 2013 four wheel drive, compact SUV vehicle with power windows and power door locks.

Bids will be accepted until 4:00pm on February 22, 2013. All questions regarding vehicles and specifications shall be directed to the Wise County Administrator’s Office.

All bids are subject to the approval of the Wise County Administrator’s office that absolutely reserves the right to reject any and all bids.

REQUEST FOR

DESIGN-BUILD PROPOSALS

FOR CONSTRUCTION OF

RETAINING WALL

WISE COUNTY

COURTHOUSE PARKING LOT

The Wise County Board of Supervisors is seeking proposals from contractors for the design and construction of a retaining wall for the parking lot expansion project to the rear of the Wise County Courthouse.

The project will involve construction of an adequate foundation, a reinforced concrete block wall of approximately 190 feet in length tied back to the existing rock cut slope, and with a stone veneer face and a top stone cap. The bidder shall be responsible for field verifying the required length and height of the wall, prior to submitting a proposal.

The successful contractor will be responsible for all excavation, grading, backfill, foundation design, drainage system, and obtaining all necessary permits that may be associated with this project.

The County requests the proposal specify cost break-downs for:

Construction of the foundation, erection of the reinforced retaining wall, and related cost items, and,

Stone veneer face and top stone cap.

The County reserves the right to accept or reject any and all proposals.

OF DECISION TO EXTEND COMMENCEMENT TIME

FOR COAL SURFACE MINING NPDES

PERMIT NUMER 1102040

FOR PARAMONT COAL COMPANY VIRGINIA LLC CODE OF VIRGINIA

Pursuant to Section 4 VAC 25-130-773.19 (e) of the Virginia Coal Surface Mining Control Reclamation Act, the Division of Mined Land Reclamation (Division) hereby provides notification of its decision to grant an extension of time (From 3 years to 5 years) for commencement of operations on permanent program coal surface mining Permit Number 1102040 for Paramont Coal Company Virginia, LLC. This decision is based on the Division’s findings that conditions exist beyond the control and without the fault or negligence of the permittee which have prohibited commencement of mining operations.

The Town of Coeburn has applied for FY12 Funding from the Virginia Clean Water Financing and Assistance Program (Clean Water Revolving Loan Fund). The application is for $2,094,346. The purpose of the proposed project is to transport wastewater from the existing Sheffield Acres Wastewater Treatment Plant site to the existing Town of Coeburn wastewater collection system. Final treatment will be at the C-N-W Regional WWTP. Once complete, the existing Sheffield Acres WWTP will be abandoned and demolished. The project includes the installation of approximately 21,000 linear feet of forcemain sewer line. A Preliminary Engineering Report and an Environmental Assessment of the project are on file at 403 Second Street NE Coeburn, VA 24230 and available for public review between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday.

A public hearing for the purpose of receiving comments on the project, the alternatives considered, their environmental impact, the estimated cost, and associated user charge impact will be held March 11, 2013 at 6:30 p.m. at 502 E Front Street in Council Chambers. Nine Mile Spur LLC, of 5703 Crutchfield Drive, Norton, Virginia 24273 is applying for revision 1008567, the renewal to DMLR Permit Number 1102022. The mine site is located in Wise County approximately 1 mile north of Stonega, Virginia. The permit area is located on the Appalachia 7.5 minute quadrangle map at coordinates North 3,538,010.927 and East 10,233,440.483, i.e. Latitude 36°57’ 42.84” and Longitude 82° 46’ 38.40.843”. All drainage will pass through approved sediment control structures and then be discharged into Callahan Creek, of the Powell River.

A copy of the revision application material is available for public inspection and comment at the office of the Circuit Court Clerk, Wise County Courthouse in Wise, VA. A copy of the draft NPDES permit and fact sheet is available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the proposed revision application, or Officer or Head of any Federal, State, or Local Government agency or authority may within 30 days of February 19, 2013 submit written comments or objections to the Division of Mined Land Reclamation concerning the revision application; and may also request, in writing, that the Division hold an Informal Conference concerning the application. A request for an informal conference shall follow the requirements of 4VAC 25-130-773.13c of the Virginia Coal Surface Mining Reclamation Regulations.

NOTICE

A Public Meeting will be held in the Council Chambers of the Wise Municipal Building, located at 501 W. Main Street, Wise, VA. at 6pm on Friday, February 15, 2013 to discuss the John & Carol Buchanan Memorial Nature Park Project. The request for this meeting comes from the Community Design Assistance Center and Greg Cross, the Project Coordinator, for the purpose of providing a public presentation concerning the park and project and for public expression to discuss the project and gauge public interest in the project. All citizens are invited to attend this community meeting.
