Nine Mile Spur LLC, of 5703 Crutchfield Drive, Norton, Virginia 24273 is applying for revision 1008567, the renewal to DMLR Permit Number 1102022. The mine site is located in Wise County approximately 1 mile north of Stonega, Virginia. The permit area is located on the Appalachia 7.5 minute quadrangle map at coordinates North 3,538,010.927 and East 10,233,440.483, i.e. Latitude 36°57’ 42.84” and Longitude 82° 46’ 38.40.843”. All drainage will pass through approved sediment control structures and then be discharged into Callahan Creek, of the Powell River.
A copy of the revision application material is available for public inspection and comment at the office of the Circuit Court Clerk, Wise County Courthouse in Wise, VA. A copy of the draft NPDES permit and fact sheet is available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the proposed revision application, or Officer or Head of any Federal, State, or Local Government agency or authority may within 30 days of February 19, 2013 submit written comments or objections to the Division of Mined Land Reclamation concerning the revision application; and may also request, in writing, that the Division hold an Informal Conference concerning the application. Sealed bids for custodial and paper supplies will be received at the office of the Supervisor of Maintenance, Wise County School Board, P.O. Box 1217, Building E, Wise, VA 24293, until 2:00 P.M. local time Tuesday, March 12, 2013. All bids will be publicly opened and read aloud at this time. Contract awards will be made within thirty (30) business days after conclusion of bid opening. The procedure for withdrawal of bids due to error shall be according to Section 2.2 - 4330 of the Code of Virginia.

Paramont Coal Company Virginia, LLC, is applying for bond release on Permit No. 1401857, located in Wise County, 3 miles NE of Wise, VA off Route # 643 on Rock Creek. This permit consists of 11.67 acres. As provided by 4VAC25-130.800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the applicant is requesting that the current total bond amount of $14,000 in the form of an insurance surety, posted for this permit, be released.
This bond release request is based on the following Phase III reclamation:
1. Backfilling, regrading, topsoiling and hydroseeding of the disturbed areas.
2. Final hydroseeded was performed on 08/25/03 and trees planted on 03/03/04.
3. All disturbances have been revegetated.
4. The post-mining land uses of unmanaged forest, fish & wildlife habitat-wetlands and industrial-gas wells/pipelines have been successfully implemented.
Any person with a valid legal interest which may be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority may within 30 days of March 12, 2013 submit written comments or objections concerning this bond reduction, and may also request, in writing, that the Division of Mined Land Reclamation hold a public hearing or an informal conference. A copy of materials concerning this request will be available for public inspection at the Division of Mined Land Reclamation’s office in Big Stone Gap, Virginia.
