BLASTING SCHEDULE

In compliance with Section V816.64 of Virginia Coal Surface Mining Regulations, notice is hereby given that Baden Reclamation Co., Inc., P.O. Box 1010, Wise, Virginia 24293, having been issued surface mining permit 1101953 located approximately 0.2 miles northeast of Baden, Virginia in Dickenson County will be conducting blasting on the area covered by the permit. Blasting will be in accordance with all applicable state and federal laws and will commence according to the following schedule of dates and times as approved by the regulatory authority.

Access to the blasting area will be conducted to prevent unauthorized entry at least ten (10) minutes prior to any blasting event. A warning signal indicated by three long single blasts on an air horn will be sounded to clear the area. Than another warning signal indicated by two long blasts on the air horn, two-minute delay, then one long horn blast prior to the blasting and an all-clear signal indicated by three short blasts will be audible within a range on one-half mile from the point of the blast in accordance with applicable State and Federal laws.

Also, blasting will not be conducted at times other that those announced except in emergency situations where rain, lightning, atmospheric conditions, or operator or public safety requires unscheduled detonation as approved by the regulatory authority.

A copy of the draft NPDES permit and fact sheet are available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the Renewal application, or an officer, or head of any federal, state, or local government agency or authority may within 30 days of March 13, 2013 submit written comments or objections to the Division of Mined Land Reclamation concerning the renewal application; and may also request, in writing, that the Division hold an Informal Conference concerning the application. A request for an informal conference shall follow the requirements of 4 VAC 25-130-773.13c of the Virginia Coal Surface Mining Reclamation Regulations.

Paramont Coal Company Virginia, LLC of 5703 Crutchfield Dr., Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation for a revision to change the post-mining land use on part of the permit from unmanaged forestry to commercial. The site (Deep Mine No. 25) is located on Rt. 83 near Baden approx. 3 miles southwest of Clintwood on Georges Fork within the Jenkins East USGS quadrangle.
