Paramont Coal Company Virginia, LLC, 5703 Crutchfield Drive, Norton, VA 24273, is applying to the Virginia Division of Mined Land Reclamation for a CSMO/NPDES permit renewal (1101848/0081848) for the Long Branch Mine.

The permit site is located approximately 2 miles south of Aily on Long Branch and Lick Creek. The permit is located on the Nora USGS 7.5 minute quadrangle map at latitude 37° 03’ 26” and longitude 82° 17’ 09.”

Drainage from existing NPDES outfalls associated with the permitted operation will be discharged into Long Branch.

A copy of the application materials is available for public inspection and comment at the Dickenson County Building Inspector Office in Clintwood, VA. A copy of the draft NPDES permit and fact sheet are available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the proposed operation, or an Officer, or Head of any Federal, State, or local government agency or authority may within 30 days of (February 6, 2013) submit written comments or objections to the Division of Mined Land Reclamation concerning the proposed operation (and may also request, in writing, that the Division hold an Informal Conference concerning the application. A request for an informal conference shall follow the requirements of 4 VAC 25-130.773.13(c) of the Virginia Coal Surface Mining Reclamation Regulations.

Paramont Coal Company Virginia, LLC is applying for bond release on Permit No. 1201844 located in Dickenson County 0.5 miles Southeast of Aily on Rush Branch. This permit consists of 41.31 acres. As provided by 4 VAC 25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $20,000.00 in the form of (insurance surety) posted for this permit be released.

This bond release request is based on the following Phase III reclamation:

Types of Reclamation Work Performed – Permit Reclaimed, seeded/trees planted

Appropriate Date(s) of Reclamation Work Performed – 7/07, 9/07, Trees planted 3-10-08.

Description of Reclamation Results Achieved – well seeded, trees growing good.

Description of the Post-Mining Land Use – Unmanaged forest.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days after February 6th, 2013 submit written comments or objections concerning this bond release, and may also request, in writing, that the Division of Mined Land Reclamation hold a public hearing or an informal conference. A copy of materials concerning this request will be available for public inspection at the Division of Mined Land Reclamation’s office in Big Stone Gap, Virginia.

This permit consists of 23.80 acres. As provided by 4 VAC 25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting that the current total bond amount of $10,000.00 in the form of (insurance surety) posted for this permit be released.

Paramont Coal Company Virginia, LLC of 5703 Crutchfield Drive, Norton, Virginia 24273 is applying to the Virginia Division of Mined Land Reclamation (VDMLR) for renewal of CSMO Permit No. 1202009/NPDES Permit No. 0082009, by Application No. 1008434.

Deep Mine #41 is located in Dickenson County, approximately 1.2 miles west of McClure, off State Route 773, on Caney Creek. The permit area is approximately 33.01 acres with a State Plane Northing of 3,582,142 and State Plane Easting of 10,349,206 on the Caney Ridge, Virginia USGS 7.5 minute topographic quadrangle. Drainage and wastewater resulting from the operations will pass through approved sediment control structures prior to being discharged into Caney Creek and the McClure River.

A copy of the application materials will be available for inspection and public comment at the Dickenson County Courthouse in Clintwood, Virginia. A copy of the draft NPDES permit and fact sheet are available for public inspection and comment at VDMLR’s Big Stone Gap office.
