Clean Water Revolving
The Town of Coeburn has applied for FY12 Funding from the Virginia Clean Water Financing and Assistance Program (Clean Water Revolving Loan Fund). The application is for $2,094,346. The purpose of the proposed project is to transport wastewater from the existing Sheffield Acres Wastewater Treatment Plant site to the existing Town of Coeburn wastewater collection system. Final treatment will be at the C-N-W Regional WWTP. Once complete, the existing Sheffield Acres WWTP will be abandoned and demolished. The project includes the installation of approximately 21,000 linear feet of forcemain sewer line. A Preliminary Engineering Report and an Environmental Assessment of the project are on file at 403 Second Street NE Coeburn, VA 24230 and available for public review between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday.
A public hearing for the purpose of receiving comments on the project, the alternatives considered, their environmental impact, the estimated cost, and associated user charge impact will be held March 11, 2013 at 6:30 p.m. at 502 E Front Street in Council Chambers. Nine Mile Spur LLC, of 5703 Crutchfield Drive, Norton, Virginia 24273 is applying for revision 1008567, the renewal to DMLR Permit Number 1102022. The mine site is located in Wise County approximately 1 mile north of Stonega, Virginia. The permit area is located on the Appalachia 7.5 minute quadrangle map at coordinates North 3,538,010.927 and East 10,233,440.483, i.e. Latitude 36°57’ 42.84” and Longitude 82° 46’ 38.40.843”. All drainage will pass through approved sediment control structures and then be discharged into Callahan Creek, of the Powell River.
A copy of the revision application material is available for public inspection and comment at the office of the Circuit Court Clerk, Wise County Courthouse in Wise, VA. A copy of the draft NPDES permit and fact sheet is available for public inspection and comment at the Division’s Big Stone Gap office. Any person whose interests are or may be adversely affected by the proposed revision application, or Officer or Head of any Federal, State, or Local Government agency or authority may within 30 days of February 19, 2013 submit written comments or objections to the Division of Mined Land Reclamation concerning the revision application; and may also request, in writing, that the Division hold an Informal Conference concerning the application. A request for an informal conference shall follow the requirements of 4VAC 25-130-773.13c of the Virginia Coal Surface Mining Reclamation Regulations.
