Pursuant to Section 4 VAC 25-130-773.19 (e) of the Virginia Coal Surface Mining Control Reclamation Act, the Division of Mined Land Reclamation (Division) hereby provides notification of its decision to grant an extension of time (From 3 years to 5 years) for commencement of operations on permanent program coal surface mining Permit Number 1101946 for Paramont Coal Company Virginia, LLC. This decision is based on the Division’s findings that conditions exist beyond the control and without the fault or negligence of the permittee which have prohibited commencement of mining operations.

Dickenson-Russell Coal Company, LLC is applying for Revision of Permit Number 1202085 located in Dickenson County, 1.1 miles North West of McClure, VA on Caney Creek as provided by 4 VAC 25-130-774.13 of the Virginia Coal Surface Mining Reclamation Regulations to assign certain permit rights to Estep Coal Company, Inc., P.O. Box 1025, Grundy, VA 24614.

Any person with a valid legal interest which might be adversely affected by this application to revise the aforementioned permit, may within 30 days of February 13, 2013 submit written comments concerning the application to the Division of Mined Land Reclamation.
