In compliance with Section 4 VAC 25-130-816.64 of the Virginia Coal Surface Mining Reclamation Regulations, notice is hereby given that Paramont Coal Company Virginia, LLC, having been issued Surface Mine Application No. 1202088, will be conducting blasting operations on the permit area. The permit area is located approximately 3 miles northwest of McClure off State Route 674 in Dickenson County. Access to the blasting area will be controlled to prevent unauthorized entry at least ten (10) minutes prior to any blasting event. A warning signal, indicated by three long blasts on an air horn, will be sounded to clear the area. Then another warning signal indicated by two long blasts on an air horn, two minute delay, then one long horn blast prior to the blasting and an all-clear signal indicted by three short blasts will be audible within a range of one-half mile from the point of the blast in accordance with applicable State and Federal laws.
Also, blasting will not be conducted at times other than those announced except in emergency situations where rain, lightning, atmospheric conditions, or operator or public safety requires unscheduled detonation as approved by the regulatory authority.
Anyone owning a dwelling or structure located within one-half mile of the permit boundary desiring to have a pre-blast survey conducted may notify the Division of Mined Land Reclamation, P.O. Paramont Coal Company Virginia, LLC of 5703 Crutchfield Drive, Norton, Virginia 24273 is applying (by Application No. 1008583) to the Virginia Division of Mined Land Reclamation (VDMLR) for renewal of CSMO Permit No. 1202020/NPDES Permit No. 0082020 to conduct coal surface mining and reclamation operations at its Deep Mine #37.
The site is located in Dickenson County, approximately 1.0 mile southeast of Dwale, off State Route 607. The permit area covers approximately 65.48 acres and is located on the Clintwood 7.5 minute USGS Quadrangle. The approximate Virginia State Plane coordinates of the permit area are North 3,613,830 and East 10,349,638.
Surface drainage will pass through approved sediment control structures. Surface drainage from NPDES point 004 will be discharged into Neel Branch of the Cranes Nest River. Surface drainage from NPDES point 001 will be discharged into Cranes Nest River.

This revision application proposes that an additional 354.39 acres be added to the approved limits of underground mining (PMU). Recovery of additional Lower Banner seam reserves is proposed by conventional underground mining method at the following location:
The proposed underground amended PMU is located to the north and east of the current PMU area along State Route 83 at the headwaters of Georges Fork and Keel Branch in Dickenson County. Surface drainage will be passed through sediment control structures prior to being discharge into receiving streams. Surface drainage from the permit area will enter Lick Fork.
