The Virginia Department of Health has under consideration a request for a Categorical Exclusion from an Environmental Assessment for a
waterworks project proposed to be funded through the Virginia Water Supply Revolving Fund. The applicant is City of Norton.
Project Description: The project is located in the City of Norton, Virginia and surrounding areas served by the City of Norton public waterworks. Approximately 11,410 linear feet of 8, 6, 4, and 2-inch diameter waterline will be replaced in the general areas of 10th Street, 11th Street, and Dorchester Road, 2,000 radio read meters will be replaced system-wide, and generators will be added to the existing Hoot Owl Hollow, IDA, and Hawthrone pump stations. All waterline and meter replacement will occur in the area of existing waterlines which are mainly located within the limits of existing waterline easements, road right-of-ways, and/or previously disturbed area. Generators will be installed at existing pump stations.
The applicant feels that the project meets the following exclusion categories established by the Department: Waterline replacement/rehabilitation to correct exfiltration water loss problems or problems associated with inadequate water pressure. Replacement of existing equipment or structures at their present location. Minor
extensions of waterlines, which will be located within the road right-of-ways or otherwise previously, disturbed areas.

2013 FCAP Environmental Review site visit documentation.
Prior to implementing construction, the applicant will obtain all applicable permits and approvals. On the basis of a review of the request and support documentation, the Virginia Department of Health proposes to approve the request.
Persons may comment in writing to the Department on the proposed approval of the Categorical Exclusion within 30 days from the first publication date. Comments shall include the name, address, and telephone number of the writer and shall contain a complete, concise statement of the factual basis for the comments. Only those comments received within this period will be considered by the Department. Following the comment period, the Department will make its determination regarding the approval.
