RENEWAL OF COAL

SURFACE NPDES PERMIT

UNDER CHAPTER 19
TITLE 45.1 OF THE

CODE OF VIRGINIA

APPLICATION NUMBER 1011053

PUBLICATION NUMBER: 21JKC312

Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying is applying to the Virginia Division of Mined Land Reclamation for renewal of NPDES Permit Number 0080876 in order to continue the operations at the following location:

On Phillips Creek approximately 1.7 miles south of Flat Gap off State Route 627, and on Roaring Fork approximately 2.6 miles north of Dunbar, in Wise County.

The permit area is located on the Flat Gap and Norton USGS 7.5 minute quadrangle maps.

Drainage resulting from the completed mining operation will be discharged to headwaters of Phillips Creek through approved sediment control structures and to Roaring Fork.

The permit boundary and monitoring points are shown on the Surface Water Hydrology Map in Section 21.2 of the renewal application.

A copy of the draft NPDES permit and fact sheet are available for public inspection and comment at the Division's Big Stone Gap office. A copy of the application materials is available electronically for public inspection at:

Any person whose interests are or may be adversely affected by the Renewal application, or an Officer, or Head of any Federal, State, or local government agency or authority may within 30 days of April 2, 2021 submit written comments or objections to the Division of Mined Land Reclamation concerning the renewal application; and may also request, in writing, that the Division hold an Informal Conference concerning the application. A request for an informal conference shall follow the requirements of 4 VAC 25-130-773.13c of the Virginia Coal Surface Mining Reclamation Regulations.
