APPROVAL OF A
CATEGORICAL EXCLUSION FROM AN ENVIRONMENTAL ASSESSMENT FOR A
THROUGH THE VIRGINIA WATER SUPPLY

The Virginia Department of Health has under consideration a request for a Categorical Exclusion from an Environmental Assessment for a waterworks project proposed to be funded through the Virginia Water Supply Revolving Fund. The applicant is the City of Norton.
The Southside Neighborhood Water Line Replacement Project Phase I consists of replacing the aging galvanized, ductile iron, and cast-iron waterlines that have reached the end of design life and are undersized for the residential growth experienced. Due to the pipe age and material, the project area experiences frequent leaks or breaks while existing customers experience inadequate water pressures. Proposed construction consists of approximately 1,950 linear feet of 6- inch waterline, 480 linear feet of 2-inch waterline, 810 linear feet of 3/4-inch service line, reconnection of 27 residential connections, installation of two fire hydrant assemblies, and associated appurtenances. The project proposes to replace the existing waterlines in their current location within the City's corporate limits and/or within previously disturbed areas and right-of-way.
The project meets the following exclusion categories established by the Department:
•Water line replacement/rehabilitation to correct exfiltration water loss problems or problems associated with inadequate water pressure.

On the basis of a review of the request and support documentation, the Virginia Department of Health proposes to approve the request.
Persons may comment in writing to the Department on the proposed approval of the Categorical Exclusion within 30 days from the first publication date. Comments shall include the name, address, and telephone number of the writer and shall contain a complete, concise statement of the factual basis for the comments. Only those comments received within this period will be considered by the Department. Following the comment period, the Department will make its determination regarding the approval.
