The Lonesome Pine Regional Industrial Facilities Authority (LPRIFA) is soliciting competitive Statements of Qualifications from qualified firms or individuals to provide design and contracting services as the design-builder for Project Intersection - Phase 4, Building Construction. The project entails the construction of a two-story, 28,000 square foot building and supporting infrastructure on a pad-ready site located in Norton, Virginia.
Offerors will be rated and scored by a LPRIFA Evaluation Team based on the evaluation criteria established in this RFQ and in accordance with the LPRIFA Evaluation Guidelines. The purpose of this Request for Qualifications is for the Lonesome Pine Regional Industrial Facilities Authority to solicit statements of qualifications that will enable the LPRIFA to determine which offerors: (a) are the best qualified to successfully execute the design and construction of the entire project: (b) are able to present a satisfactory substantial date of completion of said building, and (c) provide a satisfactory design as well as a total project cost. The project will consist of a two-story, 28,000 Sq. Ft. office and customer service building with associated support infrastructure (parking areas, walkways, amenities) to be built on what is designated Site Pad #4 within the Project Intersection Business and Industry Park, a planned industrial site park located on the northeastern corner of the intersection of US Highways 23 and 58 in the City of Norton, Virginia.

Four individual copies of the RFQ packets and one thumb drive with a complete RFQ submissions are requested to be submitted to the attention of and shall be received by Craig Seaver, LPRIFA Project Coordinator, until 2:00 P.M., local prevailing time, on October 18th, 2022. All RFQ Response packets must be clearly marked on the outside “Request for Qualifications”-Project Intersection Site #4 Building, Norton, Virginia. Packets are to be sent to the LENOWISCO Planning District Commission Offices c/o the Lonesome Pine Regional Industrial Facilities Authority at 372 Technology Trail Lane, Suite 101, [CARRIER DELIVERY - UPS, FED EX, ETC.], Duffield, Virginia 24244. No facsimile bids will be accepted.
A non-mandatory pre-submission Conference for all interested firms will be held on September 28th 2022 at 10:00 am EST. The pre-submission Conference will be held at the Norton City Council Chambers with a post-conference visit to the site.
All Documents will be provided in .PDF format as well as a thumb drive. Deadline for questions shall be 4 pm EST. October 7th, 2022 (Questions received after 4 pm EST, October 7th, 2022 however, will not be answered). All questions regarding the RFQ and scope of work will be responded to by the LPRIFA office utilizing “Attachment B” of the RFQ packet entitled Acknowledgement of RFQ Revisions, and/or Addenda form.

The Lonesome Pine Regional Industrial Facilities Authority will reserve the right to accept or reject any or all proposals; to waive any formalities or technicalities as it deems appropriate; and to retain multiple qualified Individuals or Firms as it deems appropriate. For projects that may be successfully funded, the Lonesome Pine Regional Industrial Facilities Authority reserves the right, if it so deems, to enter into negotiations with the selected firm for any resulting services as part of the Professional Services procured herein.
This Project is funded by Virginia Energy (VE) utilizing funding from the Abandoned Mine Lands Economic Revitalization Pilot Program and the U. S. Department of Commerce, Economic Development Administration.
The Lonesome Pine Regional Industrial Facility Authority reserves the right to reject any or all proposals, to waive any informalities and to accept the best qualified contractor as specified in evaluation of rating criteria contained with the RFQ Package documents.
