SUMMARY/

ADVERTISEMENT

The Town of Big Stone Gap, Virginia is soliciting Statements of Qualification (SOQ's) from qualified firms or individuals to provide Professional Architectural/Engineering/Planning Services. These services are required to support a variety of construction, infrastructure, and public works projects. The Town proposes to award a one-year contract (with three (3) one year renewal option years) for a variety of professional architectural, engineering, planning, and/or project management services.
The services are expected to be comprehensive and among other services may include: general consulting; surveying services that support architectural, engineering, transportation, planning, services; preliminary architectural & engineering and reports; landscape architecture; project designs and completion of contract documents; assistance with regulatory agencies; construction administration and inspection. In addition, services may include assisting the Town with the development of funding applications for local, state, and/or federal agencies and the coordination and management of projects that result from grant awards. Specific descriptions of the above services and requirements for the SOQ's are found in the Request For Qualifications.

The Town of Big Stone Gap uses "competitive negotiation" to select professional consultants.

This request is extended without regard to race, color, religion, sex, national origin, marital status, age or physical or mental handicap. The selected Firm or Individual will be required to comply with all State and Federal guidelines or requirements, including, but not limited to:

- Section 504 of the Rehabilitation Act of 1973

- Title VI of the Civil Rights Act of 1964

- The Americans with Disabilities Act

- Age Discrimination Act

- Presidential Executive Orders 11625 & 12138 (MBE/WBE Utilization)

The Town of Big Stone Gap will reserve the rights to accept or reject any or all proposals; to waive any formalities or technicalities as it deems appropriate; and to retain multiple qualified Individuals or Firms as it deems appropriate. For projects that may be successfully funded, the Town of Big Stone Gap reserves the right, if it so deems, to enter into negotiations with the selected firm for any resulting services as part of the Professional Services procured herein.

The Town of Big Stone Gap will accept bound and concise Statements of Qualifications for the provision of Professional Architectural/ Engineering/Planning Services until 3:00 PM Eastern Local Time; June 27, 2023. Five (5) printed copies and one (1) digital copy of the Statements shall be mailed or hand-delivered to Stephen Lawson, Town Manager, at the Town Hall; 505 E. 5th Street South Big Stone Gap, VA 24219.

The Town of Big Stone Gap in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
