Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying for a Revision to the National Pollutant Discharge Elimination System (NPDES)Permit Number 1101760/NPDES Permit Number 0081760 in order to add additional NPDES discharge point at the following location: approximately six miles northwest of Norton off Route 620 near the headwaters of Powell River and is located on the Flat Gap, VA-KY USGS quadrangle map.

Drainage and wastewater resulting from the mining operation will be discharged to Powell River. The permit boundary is shown on the Surface Water Hydrology Map in Section 21.2 of this application.

The existing outfall of pond 14 discharges into Powell River. The Discharge point can be viewed on the Surface Water Hydrology Map in Section 21.2 of this application. It is located at Lat.37 01 14.79 - Lon.82 42 23.27 on the Flat Gap, VA-KY USGS quadrangle map.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of November 10, 2023submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
