General Notice
City of Norton, VA (Owner) is requesting Bids for the construction of the following Project:
MULTI-USE CONNECTOR TRAIL
HIGH KNOB ACCESS
ENHANCEMENTS

Bids for the construction of the Project will be received at the City of Norton located at City Hall, 618 Virginia Avenue NW, P.O. Box 618, Norton, VA 24273, until Thursday, October 17th, 2024, at 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The project consists of the construction of approximately 1300' of multi-use trail, including an elevated boardwalk, retaining walls, curb ramps, drainage infrastructure, pedestrian signal upgrades, and pavement markings along 12th Street near J.I. Burton High School in Norton, VA.
Bids are requested for the following Contract:

Bids will be received for a single prime contract. Bids shall be on a unit price basis.
Owner anticipates that the Project's total bid price will be approximately $1,100,000. The Project has an expected duration of 180 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM - 5:00 PM local time and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents also may be examined at Dodge Plan Room, Roanoke, VA; The Builders Exchange, Knoxville, TN; the office of The City of Norton (address above); and the office of the Engineer, Mattern & Craig, (address above) on Mondays through Fridays between the hours of 8:00 AM to 5:00 PM local time.
Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $50, including shipping via overnight express service. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office's receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $200 per set, payable to “Mattern & Craig”, plus non-refundable shipping charge. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
The winning bidder must be licensed as a Contractor in the Commonwealth of Virginia prior to award of the contract. Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders. The bidder's attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia. Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330, Paragraph B.1) of the Code of Virginia.
A Prime Contractor must be prequalified with the Virginia Department of Transportation for bids to be considered.
Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday, September 26th, 2024, at 10:00 AM at Norton City Hall, 618 Virginia Avenue, NW, Norton, VA 24273. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
A Disadvantaged Business Entity (DBE) Goal of 1 percent has been set for this project.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
The City of Norton in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
