COAL SURFACE MINING/NPDES PERMIT

J.W. Construction Company, Inc. of P.O. Box 2470, Wise, Virginia 24293 is applying to the Virginia Mined Land Repurposing Program for a permit to conduct coal surface mining and reclamation operations on 89.56 acres at the following location: State Plane coordinate location is N 3,528,388, E 10,280,347. The location is bound by Rt Alt 23 and US Rt 23 between the cities of Norton and Wise, Virginia. The proposed operation will come within 100' of the following public roads: US Rt 23, 2nd Street NE, and Seneca Lane N.E. The receiving stream is Guest River, which runs to the West of the project. The project is located on the Wise USGS 7.5 minute quadrangle. The Application Map showing the proposed permit area is attached in Section 21.2 of the application.

Drainage and wastewater resulting from the permitted operation will be discharged as follows: The receiving stream for this project is Guest River. The runoff will be from surface mine sediment control structures. These discharge locations can be seen on the Surface Water Hydrology Map in Section 21.2. The discharges will come from new sediment control structures that will be installed to control runoff from the permitted area.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of July 2, 2024 also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
