Red River Coal Company, Inc. of P.O. Box 668, Norton, Virginia 24273 is applying to the Mine Land Repurposing to add a NPDES Point in order to continue the operations at the following location: In Wise County on Norton USGS Quadrangle map, 0.3 miles from the Blackwood, Josephine and Laurel Grove communities off of State Highway Route 23/58.

The permit area is located on the Norton, VA-KY USGS quadrangle map.

Drainage and wastewater resulting from the mining operation will be passed through approved sediment control structures and be discharged to Black Creek.

The permit boundary and outfall locations are shown on the Surface Water Hydrology Map in Section 21.2 of the renewal application. 

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of September 27, 2024 submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
