The Virginia Department of Health has under consideration a request for a Categorical Exclusion from an Environmental Assessment for a waterworks project proposed to be funded through the Virginia Water Supply Revolving Fund. The applicant is Wise County Public Service Authority.
The proposed project consists of the replacement of approximately 55,370 linear feet of 6-inch, 4-inch, and 2-inch waterline and all applicable appurtenances for a projected 298 reconnections. Waterline replacement is proposed along the following roads within Wise County: Laurel St, Riverside Dr, Spruce St, Walnut St, Hickory St, Riverside Cir, Clintwood Hwy (Hwy 83), Beech St, Powers Dr, Apple St, Wildcat Dr, Magnolia St, Poplar St, Maple Rd, Cedar Rd, Alfred Cox Rd, Rum Hill Ln, Orby Cantrell Hwy (US-23), Gilliam Hollow Rd, Viking Dr, Indian Creek Rd (US-23 BUS), Old Indian Creek Rd (State Rte T-693), Creek Valley Rd, Curtiss Hill Rd, Old N Fork Rd (State Rte T-630), Baker Pl, Waterplant Rd, and Petes Ln. Final construction plans may change to include nearby streets to better address system reliability. All areas proposed for construction are within previously disturbed roadside right-of-way. No tree clearing is proposed. This project includes several stream crossings across Mill Creek and Indian Creek. No adverse environmental impacts are anticipated.
The project meets the following exclusion categories established by the Department:
* Water line replacement/rehabilitation to correct exfiltration water loss problems or problems associated with inadequate water pressure. Rehabilitation of drinking water facilities such as reservoirs and storage facilities.

* Financial and Construction Assistance Programs Environmental Review site visit memorandum dated 10/30/2024
On the basis of a review of the request and support documentation, the Virginia Department of Health proposes to approve the request.
Persons may comment in writing to the Department on the proposed approval of the Categorical Exclusion within 30 days from the first publication date. Comments shall include the name, address, and telephone number of the writer and shall contain a complete, concise statement of the factual basis for the comments. Only those comments received within this period will be considered by the Department. Following the comment period, the Department will make its determination regarding the approval.
