REPLACEMENT PROJECT

General Notice

  The Wise County Public Service Authority (Owner) is requesting Bids for the construction of the following Project:

    Town of Pound Water System Replacement Project

   Bids for the construction of the Project will be received at the Wise County Public Service Authority Office located at 5622 Industrial Park Rd., Norton, Virginia 24273, until Tuesday, February 11, 2025, at 2:00 P.M. local time. At that time the Bids received will be publicly opened and read.

    The Project includes the following Work:

   The base bid construction of approximately 19,787 Linear Feet (L.F.) of 6-inch water line, 6,023 L.F. of 4-inch water line, 8,134 L.F. of 2-inch water line, 1,250 L.F. of 1-inch water line, 13,678 L.F. of 3/4" water line, 345 L.F. of 12-inch steel casing (bore), 375 L.F. of 12-inch steel casing (open-cut), 43 gate valves, 25 blow-off valves, 16 fire hydrants, 173 water meter assemblies and reconnections, 57 water meter relocations, and associated appurtenances.

    Bids will be received for a single prime Contract for each individual Contract.  Bids shall be on a lump sum and unit price basis.  The Project is funded through the Virginia Department of Health and the Department of Housing and Community Development.

Prospective Bidders may examine and obtain the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 7:00 A.M. - 5:30 P.M.  Prospective Bidders may also examine copies of the Bidding Documents provided by the Issuing Office at the locations identified below.

    MBE/WBE firms are encouraged to submit bids.  Bidders must comply with the following: the President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964;  the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel.    Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

    Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $300, (non-refundable) for each set.  Contractors have the option to purchase an electronic set of bidding documents (Adobe PDF Format) for a $50 non-refundable fee.  Checks for Bidding Documents shall be payable to The Lane Group, Inc.  Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service.  The shipping charge amount will depend on the shipping method selected by the prospective Bidder.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

     Pre-bid Conference

    A pre-bid conference for the Project will be held on Thursday, January 23, 2025, at 10:00 A.M., at the Wise County Public Service Authority Office, 5622 Industrial Park Rd., Norton, Virginia 24273. Attendance at the pre-bid conference is encouraged but not required.
