General Notice
The City of Norton (Owner) is requesting Bids for the construction of the following Project:
10th Street and
Virginia Avenue
Park Development -
Tennis Courts and
Amenities
Bids for the construction of the Project will be received at the City of Norton Council Chambers located at 618 Virginia Ave. NW, Norton, Virginia 24273, until Thursday, February 27, 2025, at 2:00 P.M. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Project Base Bid consists of the construction of tennis courts and amenities including demolition and disposal of existing concrete and asphalt structures, site grading of approximately 35,650 ft2 of site pad, construction of 11,400 ft2 of asphalt tennis courts and amenities (light poles, fencing, gates, nets, etc.), 640 ft2 concession/restroom facility with amenities (lighting and plumbing fixtures, casework, water and sewer connections, etc.), concrete sidewalks, concrete bleacher pads, bleacher installation and associated work. One (1) Deductive Alternate is also included for the concession/restroom facility deducting the casework amenities.

Prospective Bidders may examine and obtain the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 7:00 am – 5:30 p.m. Prospective Bidders may also examine copies of the Bidding Documents provided by the Issuing Office at the locations identified below.
Bidders must comply with the following: The President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; and the Civil Rights Act of 1964. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $200, (non-refundable) for each set. Contractors have the option to purchase an electronic set of bidding documents (Adobe PDF Format) for a $50 non-refundable fee. Checks for Bidding Documents shall be payable to The Lane Group, Inc. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
A pre-bid conference for the Project will be held at the City of Norton Council Chambers, 618 Virginia Ave. NW, Norton, Virginia 24273 on Thursday, February 13, 2025, at 10:00 a.m. Attendance at the pre-bid conference is encouraged but not required.
