Environmental Permit
PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of Environmental Quality regarding a sanitary landfill in Wise County, Virginia, and provide procedures for requesting a public hearing.
PUBLIC COMMENT PERIOD: March 14, 2025 to April 15, 2025
PERMIT NAME AND NUMBER: Wise County Solid Waste Landfill, SWP513
PERMIT APPLICANT: Wise County
FACILITY NAME AND LOCATION: Wise County Solid Waste Landfill, located within the Blackwood Industrial Park
PROJECT DESCRIPTION: Wise County has applied for a modification to a permit that allows the Wise County Solid Waste Landfill to operate an existing landfill in Wise County, Virginia. This modification to the permit would allow the increase of the daily disposal limit from 137 TPD to 250 TPD. The Introduction, Module I, and Module II have additionally been brought up to date with current requirement and citations.
HOW TO COMMENT AND/ OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses, and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing should also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the permit. The public may review the draft permit and application online at
