ADVERTISEMENT FOR BIDS
   Sealed Bids for the construction of the Pound Sewer I&I – Indian Creek & South Fork/Boggs Hollow Sewerage Replacement project which consists of the construction of approximately 1,800 linear feet of 14-inch gravity sewer, 600 linear feet of 10-inch gravity sewer, 17,000 linear feet of 8-inch gravity sewer, manholes, sewer service connections, and all related appurtenances, will be received at 5622 Industrial Park Road, Norton, VA 24273, and online at 
until 2:00 P.M., local prevailing time, on October 21, 2025, and then publicly opened and read aloud.  The bid opening will also be broadcasted virtually. Contact Thompson & Litton, Inc. for the link to the virtual bid opening.
     NOTE: BIDDERS SUBMITTING ELECTRONICALLY ARE ALSO REQUIRED TO SUBMIT HARD COPIES TO THE WISE
COUNTY PUBLIC SERVICE AUTHORITY BY 2:00 P.M., LOCAL PREVAILING TIME, ON OCTOBER 21, 2025.
     Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at 
   A non-mandatory pre-bid conference will be held at 11:00 A.M. local time on October 7, 2025, at the Wise County Public Service Authority, 5622 Industrial Park Road, Norton, VA 24273.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.
     Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330). 
   Bid security shall be furnished in accordance with the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
    All Contractors are hereby advised that a portion of this project is funded from the Virginia Clean Water Revolving Loan Fund (VCWRLF).  Bidders must comply with the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin and Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; and the Civil Rights Act of 1964.  Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.  Bidders must also comply with the Davis-Bacon Act and other requirements more particularly described in the Bid Documents. All iron and steel products which are permanently incorporated as part of the project must meet the specification of American Iron and Steel (AIS). 
    The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.
    MBE/WBE firms are encouraged to submit Bids.  
   The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).  
   The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
