Paramont Contura, LLC of 5703 Crutchfield Drive, Norton, Virginia 24273 is applying to the Virginia Mined Land Repurposing Program (VMLR) for a renewal to NPDES Permit No. 0082189, Toms Creek North Deep Mine, by Application 1011878. The permit area is approximately 8.50 acres. The deep mine is located in Wise County on Stonecoal Creek, approximately 1 mile north of Coeburn on Route 652. The Coeburn, Virginia USGS 7.5 minute topographic quadrangle map was used to describe the permit location. There are no NPDES outfalls on this permit, all drainage is controlled by Outfall 003 (MPID 0004109) on Toms Creek Prep Plant, Permit No. 1302182. Drainage will pass through sediment control structures and be discharged into Toms Creek of the Guest River. Discharge locations and the permit area may be viewed on the Renewal Map which is attached in Section 21.2 of the application. Additional discharge details are available in the NPDES Application attached in Section 5.15 of the application.

Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of June 9, 2026, submit written comments or objections concerning this application, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
